There is several ways to do it, but this is generally how I time takeovers with multiple CS'es. If possible, I try to time three.
In planning, I make sure and have Atalanta moved to my nearest CS city.
Example:
00:00:00 Red Revolt 00:00:10 CS #1 (Launched 3rd) 00:00:30 CS #2 (Launched 2nd) 01:00:00 CS #3 (Launched 1st)
I time LS to land at RR until my 2nd CS is launched. I then adjust my landing times according to my 2nd CS. This will put attacks lined up from before RR to 00:00:29.
With Atalanta in my nearest CS city, I launch and see my time. I generally like to get 1 second or same second after a clearing attack. If I don't like the time, I use an improved movement without Atalanta for a 2nd attempt. If I still don't get a time I like, I time the last attempt with Atalanta and improved movement.
I then time any remaining attempts with CS #1.
By this time, they have already seen CS #2 and CS#3 and are aiming to snipe one or both of those. They generally don't see CS #1 because of all the previous clearing attacks. Unless the harbor gets completely stacked, CS #1 generally walks in with no resistance.
Note: If you are being supported by other players, there is a good chance you could lose whatever troops are in CS #1 since everything is timed for CS#2 and you will have seconds at most to withdraw troops. A good trade for getting near 100% chance at taking the city.
